Dr. Thomas is the Associate Director of the Center for Leadership in Education at Towson University. The leadership center helps educators develop the capacity they need to thrive in an age of accountability through graduate course work and outreach to schools and districts on leadership, school improvement, standards, and accountability issues.
Prior to joining the leadership center in 2001, Dr. Thomas was the Assistant Superintendent for Educational Accountability in the Baltimore County Public Schools and the Associate Superintendent for Instruction in the St. Mary’s County Public Schools. Previous experience included several school-based and central-office positions in the Baltimore City and Baltimore County Public Schools.
The author of numerous articles, Dr. Thomas’ most recent publications are “How to Survive Data Overload” in Principal Leadership, “Testing and Assessment 101” in the American School Board Journal, and two book reviews in School Administrator. His articles, book reviews, and commentaries on assessment, data, and school improvement have also appeared in Principal from NAESP, Educational Leadership from ASCD, and Education Week.
Dr. Thomas is the co-developer of the Classroom-Focused Improvement Process (CFIP), a data dialogue protocol that helps school teams move from data overload to specific enrichments and interventions for students and instructional improvements in future units.
